1. About this basic report

This basic report accompanies a synthesis report, which is part of the World Bank technical assistance project undertaken with the Directorate-General for Civil Protection and Humanitarian Aid Operations of the European Commission (DG ECHO) and funded in the framework of the Union Civil Protection Mechanism (UCPM) Annual Work Program 2020.
This report is the output produced within the framework of component 1 “Retrospective analysis of the costs and benefits of certain investments in disaster risk management (DRM)”, with the aim of presenting the benefits of investing in disaster risk prevention. disaster risk. This background paper covers (a) methodological approaches for the economic valuation of investments for disaster risk management and climate change and (b) summaries of all case studies presented in this report. It first provides a detailed description of the approaches for the selection of the case studies and an overview of all the case studies presented in the report, which can be classified into three types based on the analysis undertaken: full quantitative analysis , partial quantitative analysis based on literature and qualitative analysis.
Then, it presents selected results of the analysis, focusing on the main elements of analysis and comparing the results in the light of the literature. Sections start with an introduction to hazard risks around the world in the EU, include a summary of the findings, and then feature a detailed analysis selected for illustration.
